Copperas Cove Prepares for New Era of Mobile Food Vendor Licensing

Copperas Cove is preparing for a significant shift in how mobile food vendors are licensed and regulated, following statewide changes set in motion by Texas House Bill 2844. Beginning July 1, 2026, all mobile food vendor permits previously issued by the City of Copperas Cove will officially expire, marking the end of local permitting and the start of a new state‑managed system.

Under the updated law, anyone operating as a Mobile Food Vendor in Texas must now obtain a Mobile Food Vendor License directly from the Texas Department of State Health Services (DSHS). Each food truck, trailer, or mobile unit will require its own license, creating a uniform statewide standard for inspection and compliance.

For Copperas Cove, the change means stepping back from the inspection process. The city will no longer partner with DSHS to conduct mobile vendor inspections, and all applications, fees, and documentation must be submitted directly to the state.

Still, the transition includes a grace period for vendors who already hold a valid permit from Copperas Cove or another Texas local health department. Those operators may continue serving customers while their DSHS application is under review — provided they submit proof of their current permit, complete the state application with required fees, and keep printed copies of their application summary and payment receipt inside their vehicle at all times.

City officials are encouraging vendors to begin the licensing process as soon as possible to avoid service interruptions. The DSHS Mobile Food Vendor Guide offers step‑by‑step instructions, and local operators are urged to review it carefully as they prepare for the new requirements.
