KILLEEN – Edwin Revell, the Executive Director of Development Services for the City of Killeen, has announced his departure to take on the role of Assistant City Manager for the City of Leander. Revell’s tenure in Killeen, which began in February 2022, has been marked by significant advancements and achievements in the city’s development landscape.

Reflecting on his time in Killeen, Revell expressed his deep appreciation for the city and its leadership. “In my short time here, the City of Killeen has gained a special place in my heart,” Revell said. “Leadership and this department’s staff are top notch and have been great to work with. I’m proud to have been able to help move Killeen forward in a positive direction, and I’m grateful for an opportunity to continue to grow and advance in my career.”
Revell brought over two decades of experience from his previous roles in Birmingham, Alabama, where he served in various capacities, including Director of Planning Engineering and Permits. His leadership in Killeen encompassed several key divisions such as Building Inspections, Code Enforcement, Downtown Revitalization, Engineering, and Planning. He also played a pivotal role in overseeing the Killeen 2040 Comprehensive Plan, ensuring the successful initiation and execution of numerous projects.
During his nearly three-year tenure, Revell spearheaded several notable initiatives:
- Increased downtown revitalization efforts and investments, including $1.2 million in American Rescue Plan Act funds and façade business grants.
- Implemented new permitting software for building permits and inspections.
- Commenced construction on critical infrastructure projects such as Fire Station No. 4, the Emergency Operations Complex, the Killeen Community Center remodel, and the Watercrest Reconstruction and Bunny Trail projects.
- Launched the Gap Sidewalk project and established a Short-Term Rental program.
- Introduced a car wash water recycling program and adopted an Outdoor Lighting Ordinance to reduce light pollution.
- Addressed subdivision entry signs and perimeter walls and fences.
- Oversaw more than 50 downtown events, significantly reducing the downtown vacancy rate from 70% to 10%.
Revell’s last day with the City of Killeen will be December 6, 2024. Killeen City Manager Kent Cagle acknowledged the impact of Revell’s departure, stating, “We will have big shoes to fill, due to Edwin’s vast skillset and knowledge in this area. But we wish him the best, as we encourage professional development and always reaching for higher goals. We are confident he’ll have continued success.”
