Facing ongoing budget challenges, Copperas Cove ISD is taking new steps to support staff and stabilize district operations heading into the 2026–27 school year. During a Special Called Meeting on Monday, the CCISD Board of Trustees approved an additional $500 retention incentive for all district employees, strengthening the district’s efforts to retain high‑quality educators and staff.
With this action, returning teachers will now receive a one‑time $1,000 retention incentive, while all other employees receiving the board‑approved 3% midpoint raise will receive a one‑time $500 incentive. Retention payments will be issued in August, with other compensation adjustments reflected in September paychecks.
Superintendent Dr. Brent Hawkins said the district’s ability to expand compensation came after a deeper review of year‑end financials.
“We want to make sure we keep the very best staff in our district, and I appreciate the trustees approving this action,” Dr. Hawkins said. “Since receiving the initial approval on compensation in the spring, we’ve been able to analyze the budget further at the end of the school year and are now able to responsibly address our valuable team members further.”
The compensation measure was part of a broader resolution addressing several operational needs across the district. Trustees reviewed the impact of $5.5 million in unprojected revenue for the current fiscal year and authorized the administration to move forward with several capital improvements. By shifting eligible project expenses from the proposed 2026–27 budget into the 2025–26 fiscal year, the district aims to ease pressure on next year’s budget and improve long‑term financial balance.
The meeting also included a significant leadership update. Trustees accepted the resignation of Board Secretary Heather Copeland, who was first elected in 2022 and re‑elected in 2025. Former trustee Mike Wilburn was unanimously appointed to fill the vacancy until the November election.

Dr. Hawkins praised Copeland’s service and dedication.
“We appreciate the service of Mrs. Copeland on the Board of Trustees and will miss her greatly,” he said. “We wish her well as she steps away to help her family in this time of need. Mrs. Copeland embodies everything it means to be a Bulldawg and her shoes will be tough to fill.”
Copeland’s seat will appear on the November ballot for a two‑year term, completing the remainder of the position she was re‑elected to last fall.
The Board of Trustees will next convene for its regular June meeting at 6 p.m. on June 22 in the Board Room at the District Service & Training Center on South Main Street.
