HARKER HEIGHTS, Texas — The City of Harker Heights is alerting residents to a fraudulent email scam targeting local citizens. The City’s IT Department received reports today that individuals are receiving emails that appear to come from the City’s Planning Department but are not associated with the City in any way.
The messages are being sent from lanning.harkerheights.gov@usa.com, an address that does not belong to the City of Harker Heights. These emails include fake invoices (see images below) and request payment from recipients.


City officials urge residents not to open the email, click any links, or respond to the sender.
How to Protect Yourself
Residents who receive suspicious messages are encouraged to take the following steps:
- Verify any invoice or payment request by calling the Planning Department directly at 254‑953‑5648.
- Forward suspicious emails to report@harkerheights.gov so the City can track and monitor the scam.
The City of Harker Heights is actively monitoring the situation and working to protect residents from fraudulent activity. Anyone with additional questions may contact Richelle Otero in the Planning Department, Monday through Thursday, from 7 a.m. to 6 p.m., at 254‑953‑5648.
