The City of Copperas Cove has appointed Mr. David Bailey as Interim Fire Chief, effective September 30, 2025. Chief Bailey brings over four decades of experience in fire and emergency services and will lead the department while the search for a permanent chief continues.

A native of Waco and longtime Central Texas resident, Chief Bailey has built a distinguished career across both large municipal and smaller combination departments. His credentials include Associate Degrees in Fire Protection Technology and Criminal Justice from Austin Community College, a Bachelor’s Degree in Public Safety Management from St. Edward’s University, and a Master’s Degree in Public Administration from Texas State University.

Throughout his career, Chief Bailey has earned numerous Fire and EMS certifications and worked closely with state and local governments. He also serves as principal of Professional Civic Services, an LLC offering strategic consulting across Texas.

Chief Bailey is currently based at Fire Station 1, located at 415 S. Main Street. He resides in Spicewood, Texas, where he enjoys lakeside living with his wife, two children, and two grandchildren.
