The Texas Department of Transportation’s ambitious Capital Express Central project, a sweeping redesign of Interstate 35 through Austin, is officially underway, and with it comes a series of changes that will reshape not only the highway but also the beloved Ann and Roy Butler Hike-and-Bike Trail near Lady Bird Lake.

To ensure public safety during construction, The Trail Conservancy, in partnership with TxDOT and Austin Parks and Recreation, will implement a temporary detour of the trail beginning in October. This adjustment is part of a broader effort to maintain access while accommodating the infrastructure demands of the multi-year project.
Key Timeline & Changes:
- Starting September 15, parking under the Lady Bird Lake bridge on the north shore will be closed to allow crews to store equipment and materials. This area is expected to remain closed until 2033.
- The trail detour will launch in October, allowing users to continue enjoying the area with minimal disruption.
Detour Highlights:
- A 14-foot-wide path, designed in alignment with the Butler Trail Safety & Mobility Study
- Decomposed granite surfacing to preserve the trail’s natural aesthetic, with permanent concrete in areas where infrastructure allows (such as under the north side of the I-35 bridge)
- Tree preservation prioritized in route planning
- Safety fencing around active construction zones, including a 6-foot chain-link fence near the dock and TxDOT right of way
Traffic & Access Updates:
- East Avenue will remain two-way, though some on-street parking near the construction site will be restricted
- The boat ramp west of I-35, near the Holiday Inn, will be designated for emergency vehicle access only
While the changes may pose temporary inconveniences, the collaboration between city departments and community organizations reflects a shared commitment to safety, accessibility, and long-term improvement.
