House Bill 2516: A Lifeline for Texans Facing ESRD and ALS
House Bill 2516, enacted during the 89th Texas Legislature, introduces important protections for Texans under age 65 who qualify for Medicare due to end-stage renal disease (ESRD) or amyotrophic lateral sclerosis (ALS).
Key Provisions of HB 2516
- Equal Access to Coverage: Starting September 1, 2025, individuals under 65 with ESRD or ALS must be offered the same Medicare Supplement Plans (A, B, and D) as those 65 and older—at the same rates.
- Rate Limits for Other Plans: For all other plans, rates may not exceed 200% of what is charged to those 65 and older.
- No Medical Underwriting: Carriers cannot impose medical underwriting, waiting periods, or preexisting condition exclusions for these individuals.
- Enrollment Window: Between December 1, 2025, and June 1, 2026, eligible individuals already enrolled in Medicare Part B can apply for supplemental coverage under these new protections.
- Carrier Compliance: Insurance carriers must file updated rates and forms with the Texas Department of Insurance (TDI) by August 1, 2025, to ensure readiness.
This bill is a major step toward equitable healthcare access for younger Texans facing serious medical conditions.

Ten Drugs Selected for Medicare Price Negotiation (2026 Cycle)
Here are ten high-cost drugs selected for Medicare price negotiation under the Inflation Reduction Act, which may intersect with the goals of House Bill 2516 by improving affordability and access for Texans under 65 with ESRD or ALS:
These drugs are covered under Medicare Part D and were chosen due to their high spending and lack of generic competition:

These negotiated prices will take effect January 1, 2026, and could significantly reduce out-of-pocket costs for Medicare beneficiaries—including those newly eligible under HB 2516.

Monday, August 18 – Health & Happiness
The week begins with a dose of empowerment at 10:00 AM, as Bev Hodges leads a session of Do Well, Be Well with Diabetes. This interactive workshop offers practical tips for managing diabetes and living well—because wellness isn’t just about numbers, it’s about thriving.
At the same time, Brittney brings the fun with a lively round of Bingo, where prizes and playful banter are always part of the game.
Tuesday, August 19
Tuesday morning kicks off at 10:00 AM with Coffee Connections with Genevieve Fong.
Thursday, August 21st
At 10:00 AM, Bev Hodges returns with a session of Do Well, Be Well with Diabetes. National Senior Citizen’s Day, celebrating the strength, wisdom and grace of our seniors, will be at 11:30 AM. Then the Senior Citizens Advisory Board Meeting will be held at 3:30 PM.
This monthly meeting brings together voices from across the community to discuss programs, improvements, and ideas that shape the future of senior services in Killeen. All are welcome to attend and share input.
Friday, August 22nd – Wrapping Up with a Win
The week concludes with one final session of Do Well, Be Well with Diabetes at 10:00 AM.

Seniors are invited to enjoy a nutritious lunch and friendly conversation. Meals are available to those 60+ for a suggested $3.00 contribution, and $7.25 for those under 60. RSVP is required the day before, and lunch cards must be scanned upon arrival.
