The Fund for Veterans’ Assistance (FVA) was established by the 79th Texas Legislature to support the evolving needs of Texas veterans and their families. It draws funding from deposits made under the Texas Government Code, Transportation Code, and Parks and Wildlife Code.
The Texas Veterans Commission is authorized to use these appropriated funds to award reimbursement grants—based on findings from veteran needs assessments—to organizations that provide direct services to veterans and their families. All grants are awarded through a competitive selection process:
- The FVA Advisory Committee reviews eligible applications and recommends recipients.
- The Commission makes final decisions and awards the grants.
- Once awarded, grants are administered by the FVA staff.
Since 2009, the Commission has distributed over $359 million through more than 1,600 reimbursement grants, helping veterans across Texas access critical support services.
Highly Rural Transportation Grant

Judge Brandon Corbin joins us to discuss the Highly Rural Transportation Grant, a vital program funded through the Texas Veterans Commission’s Funds for Veterans Assistance.
“Most of our people are going to either Kerrville or Big Spring. A lot of our folks are on a fixed income or in a lower socio-economic status…and it can be taxing for them to get their basic health needs met.”
This initiative helps veterans in rural communities access transportation for medical appointments and essential services.

Each year, the Texas Veterans Commission invites eligible organizations—including charitable nonprofits, local government entities, and Veteran Service Organizations—to apply for grant funding that supports veteran-focused programs and services.
The Commission uses funds from the Fund for Veterans’ Assistance (FVA) to award reimbursement grants that directly respond to the needs of Texas veterans and their families. These needs are identified through comprehensive veteran needs assessment studies, ensuring that funding aligns with real-world challenges and priorities.
Important Note: All applications must be submitted electronically through the Grants Portal (Fluxx). Paper submissions or alternative methods will not be accepted for consideration.

Now Accepting Applications (June 1–August 31, 2024) Committee appointments will be made in November 2024. Each term lasts four years.
Open Committees:
- Veterans Services Advisory Committee (VSAC): Provides feedback on TVC’s service priorities and recommends improvements for veterans, families, and survivors.
- Fund for Veterans’ Assistance (FVA) Advisory Committee: Reviews and recommends grant awards to nonprofits and local governments that deliver direct services to veterans.
- Veterans County Service Officer (VCSO) Advisory Committee: Focuses on enhancing training and coordination for VCSOs statewide to better serve veterans.
Veterans and nonveterans alike are welcome—especially those with experience in veterans’ issues and a desire to make a difference.
