Austin City Council Adopts Animal Services Strategic Plan

On March 27, 2025, the Austin City Council approved the Animal Services Office’s (ASO) new strategic plan aimed at improving shelter operations, enhancing animal welfare, and strengthening community partnerships. This plan aligns with the City of Austin’s broader strategic objectives for fostering equity, resilience, and community well-being.

The strategic plan, developed with input from city officials, residents, volunteers, and community partners, outlines key priorities for improving services provided by the Austin Animal Center. The initiative was shaped by recommendations from an internal audit and external expert consultation following the passage of Resolution 20220728-098 in 2022.

City Manager T.C. Broadnax emphasized the collaborative efforts behind the plan and its potential to expand access to shelter animal intake, while Mayor Kirk Watson highlighted its importance as a roadmap to building a stronger and more efficient system. Council Member Chito Vela noted the plan’s focus on compassionate care and humane treatment for animals, emphasizing the benefits for both residents and their pets.

The plan includes clear steps to address operational enhancements, community outreach, and animal welfare, setting the stage for a more effective and impactful animal services system in Austin.

The Austin Animal Center, operated by ASO, is the municipal shelter serving Austin and unincorporated Travis County. With over 11,000 animals cared for annually, the Center maintains a placement rate of at least 95% for all pets.

The strategic plan represents a commitment to continuous improvement and highlights the city’s dedication to the well-being of animals and residents alike.
