Meshier to Lead Development Services & Zagars Given New Title as Engineering Becomes New Department

KILLEEN – The Killeen City Council has approved the appointment of Wallis Meshier as the Executive Director of Development Services and Andrew Zagars, City Engineer, as the department head of the newly-established Engineering Department.

Meshier, who has served as the Assistant Director of Development Services since 2022, brings extensive experience in planning, zoning, and municipal development. She joined the City of Killeen in 2017, serving as Senior Planner and was promoted to Director of Planning in 2020. Meshier played a key role in the adoption and implementation of the Killeen 2040 Comprehensive Plan and has worked on significant updates to the city’s development regulations, including architectural and site design standards.

Messier holds a Master of Fine Arts degree in Historic Preservation from the Savannah College of Art and Design and a Bachelor of Science in Architecture from The Catholic University of America.

Zagars, who has served as the City Engineer for three years, will now lead the newly-designated Engineering Department, following an internal reorganization approved by the City Council. This reorganization transitions the Engineering section out of Development Services and into a stand-alone department, incorporating the GIS (Geographic Information System) division from the IT department (Information Technology) and the BPAT/FOG (Backflow Prevention Assembly Tester/Fats, Oils, Greases) program from Water & Sewer. As department head, Zagars will oversee infrastructure planning, design, and regulatory compliance to support the city’s growth and development.

Zagars brings extensive engineering expertise to his new leadership role. Prior to joining the city in 2021, he served as the Director of Public Works in Mount Pleasant, Texas, and has more than 20 years of experience in municipal engineering.
