What You Need to Know

On April 1, the TRICARE Online Patient Portal (TOL) will no longer be available as the Department of Defense (DOD) transitions to the new electronic health record system — MHS GENESIS. As part of this transition, the DOD is decommissioning the TOL Patient Portal.

If you’d like to keep a copy of your legacy health records for personal use, remember to download them from the TOL Patient Portal before April 1.

“All military hospitals and clinics have transitioned to MHS GENESIS. We encourage you to take these important steps to save your personal health records before the TOL Patient Portal is decommissioned,” said Rear Adm. Tracy Farrill, Principal Deputy, Assistant Director for Health Care Administration, and Military Health System EHR Functional Champion at the Defense Health Agency. “Your medical history is a valuable resource for managing your health, and saving your records now ensures you have access if you need it.”

MHS GENESIS has replaced the TOL Patient Portal. As detailed in the TRICARE Choices in the United States Handbook, MHS GENESIS allows access to your electronic health records (EHR) 24/7. You can book and cancel appointments, request prescription refills and renewals, see clinical notes and certain test results, and exchange secure messages with your healthcare team. Transitioning from TOL to MHS GENESIS streamlines EHR management by eliminating the need for two systems.

Your healthcare provider will continue to have access to your complete health records. Personal Access: You can download your legacy records for personal use before April 1. You can also request a physical copy from your military hospital or clinic’s records management office by completing a request form in person and picking up the records at a later time. After April 1, this will be the only way to access your legacy health records.

You can view health data for children under 12. For children aged 12-17, you can view test results for COVID-19, coronavirus, flu, and certain immunization data. Due to state privacy laws, there are limits on the health data viewable online for children aged 12-17. You can request printed results from your child’s clinic or provider.

Remember, the TOL Patient Portal will only be available until April 1. Download and store your health records now to ensure easy access if needed.

Important Details

  • Your records won’t be transferred to MHS GENESIS once TOL is decommissioned.
  • Your TOL health records reflect periods when your military facility used TOL. If you moved between duty stations where different systems were used, you may find “gap” records in the TOL Patient Portal. Ensure to download them.
  • You can download records from the past 30 years.
  • Protect your health information by using secure options. Avoid saving personal data on unsecure devices or platforms.
  • If you plan to file a claim with the Department of Veterans Affairs, this decommissioning won’t affect your ability to do so. Providers will still have access to your health records.

Steps to Download Your Records:

  • Visit www.TRICAREOnline.com.
  • Log In: Use your DS Logon, CAC, or DFAS myPay credentials. Create an account if you don’t have one.
  • Access: On the TOL homepage, click the blue “Health Record” button.
  • Find Data: Select “Download My Data,” choose the desired data categories.
  • Customize: Specify the person, data types, date range, and format for the records.
  • Download: Save the records in portable document format (pdf) or as a (xml) continuity of care document.
  • Save: Securely save or print your records for future use.
